		<description>When I was a Product Development Manager for a telecom software vendor in the late 90s, I was at the &quot;forefront&quot; of the offshoring craze.&#160; In addition to the US-based development team, I also managed a team of offshore developers.&#160; To be fair, there were a couple of offshore developers who were very good at what they did, and would be an asset to any organization.&#160; However, the majority of the developers were not trained in basic SDLC concepts, especially testing, and made my life absolutely miserable.&#160; I spent countless hours trying to explain the concept of &quot;Unit Testing&quot; to developers with college educations, when I should have been focusing on the overall architecture of the system and ways to improve performance and scalability. 
&#160;I am surprised that it has taken almost 10 years for the US companies to realize the costs of offshore development.&#160; I thought that the &quot;eureka!&quot; moment would have come years ago.&#160; In addition to the PR hits these companies took (many US companies suffered image problems as a direct result of their decisions to offshore), there are very real, very measurable, and very significant costs associated with the overall software quality. 
If my former employer had listened when I brought my concerns to their attention, they would have saved time and money and been able to bring a better product to the market in a much more timely fashion.
